ADSL Speed is much less than what we pay for

Hello guys,

In the middle of january, my household's ADSL line was going on and off with us only being able to get a connection throughout small time periods in the day. This lasted almost a month. The Wifi singnal had finally come back in the middle of February. However, as soon as the wifi came back, we noticed a very big problem, we were only getting 40% the speed of what we pay for. Not wanting to downgrade, can someone please help or explain as to how this is possible, and can be resolved?
