Moving and upgrading

Soooo I am moving from my dsl rich area to a Fibre rich area but I am told I can not upgrade to Fibre and move to my new address. 

I have been told I should cancel my current account and just get a new one which is easy and great but I am not super weathly like most people and can't afford that and I recieved no solutions that will help my situation.
