I eventualled received my modem...then I PROMPTLY received an email from Telkom saying my fibre installation is complete and I will be billed from 9/10/2018....NOTHING has been installed and my fibre is Not connected..My order reference number is 287110801A

That sounds very wrong - they don’t usually advise a billing start date until you’re connected & activated!
Telkom won’t see your post in his forum ( we’re customers ) - so if you haven’t already done so call 10210 accounts and ask for a dispute ref. and / or message a complaint to a Telkom media team with cc email to firstname.lastname@example.org for decent feedback and results.
Include your order number, refs., and if poss. a copy of their sms
