I started having problems with a noisy telephone line. The tech came out and fix the noise problem, but it seems my 4Mbps line is now capped at 0.96Mbps. Every time I run the speed test it cant get higher than 1Mbps. I tried multiple ISP's and 3 other modems and the problem stays the same. I have logged 10 calls already about the same problem but they just get closed. I spoke to supervisors that assured me that they personally will solve the problem.
