R15 WHATSAAP DATA NOT AVAILABLE ON MY *123# OPTION

Good day 

 

Kindly advise if the R15 1Gig Whatsaap is only available for specific numbers only and if yes what is the qualification of this criteria., when I dial *123# only the more nice option is appearing wereas to some number you get option 1 for the Monice and option 2 for whatsaap bundle, please advise Thanking you in advance
