We're customers in the forum ( no Telkom support agents here ) , but will try to help - what device are you trying to connect with the dongle , ( please confirm error E15 - you also mentioned E14 in your post ) .

You're welcome - perhaps driver updates needed . Sorry not much help as I don't use windows now, but I recall my Huawei dongle worked on win7 but not win10 - try a Google search for fixes on the dongle model number ( should be on the back)
