I have a LTE contract on promotion, 20+20 GB per month. Because it isnt enough I usually buy extra 40+40GB bundle. I get throttled every day, every evening and dont know where to lodge a complaint that will be resolved. I am not on uncapped and actually buy the data at a high price! PLEASE HELP!

Sounds like peak time tower congestion might be slowing you down in the evenings, but Telkom social media support channels respond well so try posting the details there with a couple of speed tests .
