No phone delivery after weeks...

I am at the point of giving up as I do not know what else I could possbily do... 
I placed an order for a phone on the 4th of May. I have still not received my device, and I am getting no feedback from any channels. Everytime I phone sales the person gives me a different story. I have been given the following order numbers; 146291120A and 146858822A. I have been given the following escalation numbers; 20718582 and 20740766. My bank account was debited TWO WEEKS AGO and I still do not have a device. PLEASE HELP ME.
