Billing, Cancelations and internet speeds.

Hi there, I dont quite understand why there is two charges for internet

DSL fastest and the 10mb home uncapped. Do I really need both these? 

 

The next screenshot shows that I am not getting 10 mb it seems I am capped at 4mb.. but charged for 10.

When I use another ISP I get much higher speeds. I have been using the other ISP for a month now so there has been no isage on my telkom and no reason for any throtling to occur. 

 

In addition if anyone can advise me how to actually cancel telkom if I decide to continue with the other isp as it seems this cannot be achieved via any of there online services?
