Deaf committee Matter about Prepaid "free Call"

Hi, I am Deaf Sign Language,


I have problem about Pay Pre-paid and get Data bundle 1gb, i get sms from Telkom, i free call Minute, there don't use for sms or whatapp. so i feel unfair about it matter, i have 600min free call. i can't used it sms or whatapp or swap to Data Bundle for Deaf Right. my hear is broken, so i don't have get free eqaul all National. i pay more expensive than aother, because i lost Free call 600min. Can u please what is Idee about it PrePaid for Deaf Sign Language about free Call 600min?
